Just in case it hasn't occurred to you yet, you absolutely can be the Balloon Boy, Falcon Heene, for Halloween. You can buy a prefab balloon boy costume here for $19.99, but if you want to save on cash, you can probably make your own for a couple of bucks using those Mylar balloons you buy for people's birthdays. Or you can try this method. Just try not to get carried away.
