Ok, it's fairly obvious that this video is a fake. You can tell that the "eeeh" sound is coming from whoever is holding the camera (phone?). Either that, or it was added in during editing. It doesn't even sound like it's coming from the woman. It's too loud and the audible perspective is all wrong.

She sounds like my neighbor's old 60's VW bus's horn...I could take about a minute of that before having to glue her teeth shut! Someone needs to work with her both medically and with some counselling. I'm glad to see she has at least one friend who can tollerate her honking.
