Take into account that in Japan the average height is about five feet...those short steps are big steps for shorter people...

Queens Center Macys in NYC has a very short escalator but it only brings you in. You have to go around to the other side and walk down a regular flight of stairs if you want to leave the store.

For elderly and disabled their is this new invention it is called a ramp! It uses no electricity and can also accomodate wheel chairs.

What makes it more amusing is there's actually stairs at the bottom too. The story behind it is that the escalator had already been started at the time of the financial collapse in the late 80s, and they were forced to essentially abandon it.
